ArcCon.dll missing

I always get the sign arcsoft connect notifier is not working and also
get the notifier like arccon.dll not working . Please tell me how can
i start these things back again, it's driving me nuts.

Help!!! I have the same problem as guest 528075. And now it's popping
up every 30 sec.
